ATLANTA, Georgia--President Carter yesterday received the Martin Luther King Jr. Non-violent Peace Award in a ceremony at Ebenezer Baptist Church, where Dr. King preached.

Outside the church members of the Southern Christian Leadership Conference protested against expected cuts in social welfare programs in Carter's budget for fiscal 1980.

Inside, Carter drew prolonged applause from the crowd of 650 people when he said King's birthday should be declared a national holiday, and pledged aid to black colleges "in their time of need."
