The article in The Crimson to which Dr. Davis refers purposely did not quote the article with reference to minority students. However, it is clear from the context ("groups that were formerly excluded") and it was articulated by Dr. Davis in subsequent telephone conversations, that "these students who have a very low probability in measuring up" to whom he refers are minority students.
