By The ASSOCIATED Press

WASHINGTON, Oct. 12-The National Peace Action Coalition said Monday it will hold massive antiwar demonstrations in 31 cities on Oct. 31, three days before the Nov. 3 general election.

A spokesman told a news conference the rallies and marches will be peaceful, legal and "non-confrontational." He said he expected the biggest rallies to be in Boston and New York. Among other cities with local coalition chapters planning demonstrations he listed: Chicago, Denver, San Francisco, Detroit, New Haven, Providence, Albany, Washington, Philadelphia, St. Louis, Los Angeles and Worcester, Mass.

President Nixon announced Monday "an accelerated rate of withdrawal" of U.S. troops from Vietnam and the Pentagon ordered an immediate start on all-out preparations to end the draft by mid-1973.
