WASHINGTON, D.C. Jan. 10-The House refused to seat Harlem's Adam Clayton Powell today.

The Negro Democrat cannot assume his seat until a special committee passes on his qualifications for office and the House approves them.

There was tumult on Capitol Hill as Powell's supporters conducted a demonstration on the House steps.

The House's action could end Powell's 22-year congressional career.
