The Cambridge City Council has petitioned Congress for an amendment to the U.S. Constitution to allow spokes prayers in the public schools. Rep. Thomas P. O'Neill (D-Cambridge) acknowledged in a letter read to the Council yesterday that he had entered the petition into the Congressional Record.
