An all-out effort to prevent the sale of liquor to minors is planned by the State Alcoholic Beverage Commission, said William Phillips, the commission's head, yesterday. Part of this effort will be directed towards bars and package stores serving Harvard students.

Cambridge police captain Joseph Tierney saw no need, however, for the stepped-up action here. "We've been taking care of the problem right along," he said. "We certainly don't need anyone to prod us on that issue."

Phillips said that the major concentration would be made during the vacation weeks; all the investigators have been alerted and some action has already been taken.
