Representatives of the Phillips Brooks House Social Service Committee will discuss the group's work in Cambridge settlements and evaluate their recent report on volunteer-agency responsibilities when they appear before the Cambridge Federation of Settlements on Dec. 9, committee Co-Chairman Harold A.
