Creation of a committee to make a survey of potential water power projects in New England was yesterday urged by Arthur A. Maass, assistant professor of Government, at a hearing before the General Court Administration Committee.

Speaking on behalf of Governor Paul A. Dever, Maass testified that the Commonwealth needs a more agressive planning commission to insure a maximum share in either federal or private hydro-electric developments in the New England area.
