A graduate of the Harvard Medical School who specializes in eugenics will address the International Congress on Mental Deficiency at the Copley-Plaza Friday morning.

Dr. Clarence J. Gamble has prepared a paper on "Trends in State Programs for Sterilization of the Mentally Deficient." Dr. Gamble's material is a result of his work as Medical Advisor for the Human Betterment League of North Carolina.
