Garber Privately Tells Faculty That Harvard Must Rethink Messaging After GOP Victory
Despite an unprecedented high of $17,115.82 in collected pledges, the Student Service Fund was flattened by the contributions of only 43 percent of the College, Roger S. Kuhn '46, retiring student council treasurer disclosed in his report for the fall term, made public yesterday.
Kuhn called for a revised collection campaign with adequate publicity as a possible remedy for apparent student apathy, pointing out that the seven dollar contribution to the Fund is, with rare exceptions such as the current emergency food relief drive, the only charity contribution asked of Harvard men throughout the year. Under the present set up of making pledges during registration "it is all too easy to avoid the collection at Memorial Hall," he stated.

Antidote action is already being undertaken by a committee formed by the cabinet of Philips Brooks House, largest beneficiary of the Fund, to propose a more effective means of conducting the drive to the Student Council.
Contributions of $2,000 each to Philips Brooks House and the Greater Boston Community Fund led the list of expenses during the fall term. Scholarships, Council and Committee expenses, and loans to student activities took slightly over $1,800 more. Included in the spring budget is a second donation to Brooks House, this time of $3,000, and a $2,000 gift to the Red Cross. More than $2,000 will remain in the Fund for the summer.
Expenses Going Up
While the enlarged enrollment made for a greater total contribution, the former treasurer indicated that it also served to increase the demands on the Fund. In addition to its normal expenses and its larger than normal charity donations, the Fund has undertaken the support of a delegation to the newly formed National Students Organization. Expenditure entailed in this action will add up to between $1,000 and $1,100 this year.
