A decided trend away from America's traditional spoils system was shown at Harvard in the recent "Crimson" current events poll. Eight hundred fifty voters favored the awarding of governmental positions upon the basis of competitive Civil Service examinations rather than upon service to the party, with only 55 in opposition.
