The proposal that major sport managers should manage their teams in the Junior year instead of in the Senior year, the question of making Weld or Matthews a Senior dormitory in addition to those already reserved for Seniors, the recommendations of 30 men for Second Football team insignia, and the problem of its own reorganization occupied the Student Council at its meeting last night.

The proposal for Junior managerships was referred to a committee after the Council had decided not to vote on it. The scheme had been brought up by certain of the major sport managers and opposed by others. The plan specifies that there shall not be Senior managers, and provides for a possible elimination of Sophomore competitions, so that the Freshman manager would automatically become University Manager in his Junior year, and have only an advisory capacity in his year of divisionals and graduation. The Council discussed the question, heard the arguments for and against, and voted that a committee be appointed to investigate the situation thoroughly, and report to the Student Council at its next meeting in three weeks, before the Council makes its report to the Athletic, Committee. The committee which was appointed to conduct the investigation is as follows: B. McK. Henry '24, Chairman; J. H. Sherbourne '24, Raoul Pantaleoni '24, K. S. Pfaffman '24, and Corliss Lamont '24.

Independent investigation has brought to light the fact that Pantaleoni, manager of Baseball and Sherbourne, manager of Football, represent the opposing factions. It was found that F. T. Baldwin '24 was the originator of the scheme and that the Baseball and Track managements have been enthusiastically backing him up. Hockey and Football man- agers are known to oppose the plan with equal vehemence.

In taking up the question of its own reorganization, it is understood that the Council was practically unanimously in favor of some change which would reduce the size of the body. It has long been felt that, as now constituted, the Student Council is both unwieldy and impotent and the real question of dispute has been one of method rather than principle.

In accordance with the Constitution of the Council amendments may be carried by a two-thirds vote of the entire Council, after three week's notice of the proposed amendment has been given to the Student Body. At the meeting last night the Executive committee of the Council proposed a tentative plan by which the present membership of 35 men would be cut to 15. Definitely relinquishing the principle of ex-officio membership, 10 men, seven Seniors and three Juniors would, under the proposed plan be elected by the popular vote of their respective classes in the spring preceding their year of office. These men would appoint in the fall three Seniors and two Juniors to fill the membership quota. The nominations for the spring elections would be made by the outgoing council, but other names could be added by petition.

May Increase Senior Dormitorys

In response to undergraduate opinion, the question of recommending to the University that another Dormitory in the Yard be added to those already reserved for Seniors was also discussed last night A committee of three men was chosen to investigate conditions, consult with University authorities, and report back to the Student Council at its next meeting in three weeks This committee is composed of the following men: Gardner Cowles Jr. '25, Chairman; R. P. Bullard '24, and W. C. Ladd '26.

The Council approved the recommendations of the following 30 men for "H 2nd" insignia for playing on the Second Football team last fall: C. E. Baldwin '26, P. E. Berglund '26, I. G. Black '24, T. D. Blake '25, P. W. Chase '25, H. P. Curtis '25, C. B. Cooper '24, M. L. Donaldson '26, C. W. Gillies '26, A. B. Harlow '25, Clark Hodder '25, W. P. Howe '24, W. H. Lewis '26, L. A. Littlefield '25, W. K. Manly '26, G. P. Morey '24, Charlton MacVeagh '24, L. R. Nichols '24, R. F. F. Nichols '24, A. D. Phillips '26, P. R. Pease '26, Irving Pratt '26, R. W. Puffer '26, Pedro Sanchez '26, W.
