REPARATIONS EXPERT RESIGNS AS FELLOW

Remaining Members of Governing Body of College Will Choose Successor--Was Youngest Fellow Ever Elected

NO WRITER ATTRIBUTED

While Thomas Nelson (Perkins '91 was travelling from London to Paris yesterday, for his official presentation as the American representative as the American representative on the Reparations Commission, scheduled to take place today, it was announced at the University that, because of his new duties, he has resigned from his position as a Fellow of Harvard College.

Although the youngest in age of all the members of the Corporation, Mr. Perkins has served as a Fellow longer than any of the present members with the exceptions of Dr. H. P. Walcott '58, and C. F. Adams '88, the treasurer of the corporation. Mr. Perkins was made a Fellow in 1905, only 14 years after graduating from the college, being the youngest Fellow ever to be elected.

Rowed on Victorious 1891 Crew Mr. Perkins was born in Milton Massachusetts in 1870, and graduated from the University with honors in 1891. He received his law degree three years later, and immediately began to practice law, becoming a members of the firm of Ropes, Gray, Boyden, and Perkins, of Boston. In college Mr. Perkins was the captain of the victorious 1891 crew, which was the first to beat Yale in five years, and he was subsequently a member of the Athletic Committee.

Mr. Perkin's successor, who is appointed by the Corporation, has not yet been chosen. Harvard has been governed by the corporation since 1650. The Corporation is composed of the President, the Treasurer, and five Fellows, of Har- vard College. The Corporation, which also controls the finances of the University, is self-perpetuating, and is responsible to the Board of Overseers. The Board of Overseers is elected by the alumni of the University.

As fifth member of the Reparations Commission, Mr. Perkins will occupy a position of great importance in European affairs. He will be virtually in sole charge of the administration of the finances of Germany, since he will be the umpire of the Commission and will have the deciding vote in almost every case. This results from the fact that the French and Belgian members of the Commission have been in the habit of voting together as have the English and Italian members.

The ceremonies today in Berlin will inaugurate to the final stages in the process of establishing the Dawes plan
