New Haven, Conn. October 4.-- The Yale Student Council yesterday in addition to deciding to levy a fee of seventy-five cents on every Yale Sophomore who participated in the riot last June in order to defray the expenses of that disorder, decreed that the second-year men should sign a pledge card barring disorderly conduct, and also decided that the Juniors must take the following pledge:
"I, the undersigned, do hereby pledge that, during my course as a student in Yale University:
"1. I shall not take part in any noisy or riotous actions or demonstration in the streets or other public grounds of the city of New Haven, nor commit any offense against the peace or prosperity of its citizens.
"2. I shall do all in my power to prevent my fellow students from offending against the peace or prosperity of this city or its citizens".
