Mr. Frederic Clemson Howe, of Cleveland, secretary of the National Republican Progressive League, will deliver the seventh of a series of lectures on "The Social Problem and its Remedies" in Emerson D, on Tuesday afternoon at 4.30 o'clock. The title of the lecture is "The Problem in Government."
