Baron Kuroki comes to us, not only as an able and successful general, but also as a progressive and constructive statesman, a representative of the character and ideals of the civilization of the East. In welcoming him here this afternoon, therefore, we shall have an opportunity to express our admiration for the energy and genius of the people he represents, as well as for his own personality and attainment.
