Graduate Treasurer.

The following articles of agreement establishing a single graduate treasurer for all the athletic organizations of Harvard university have been adopted by the various associations. At a meeting to consider them, there were present the chairman and subcommittee on organizations of the Athletic Committee, and representatives from the Athletic Association, Base Ball Association, Bicycle Club, Cricket Club. Football Association, Boat Club, and Tennis Association.

ARTICLE I.Section 1. There shall be a Graduate Treasurer for all athletic associations (including freshman teams) that use the grounds or buildings of the university.

Section 2. The Graduate Treasurer shall be elected at the beginning of each college year by the committee on athletics.

ARTICLE II.Section 1. The Graduate Treasurer shall have power to advise the Treasurer and other officers of each organization in regard to all matters connected with its financial management; and the Treasurer and other officers shall consult the Graduate Treasurer in all cases of doubt or difficulty.

Section 2. The Graduate Treasurer shall direct how the accounts of each organization shall be kept.

Section 3. The Graduate Treasurer shall employ a book-keeper whose salary shall be paid from the surplus fund, (See Art. IV. S2).

Section 4. The Graduate Treasurer shall make an annual report. The report on each college year shall be made at the beginning of the following year.

ARTICLE III.Section 1. At the beginning of each college year the treasurer and captain of each organization shall, in conference with the Graduate Treasurer, prepare a detailed estimate of receipts and expenses for the year. These estimates shall be kept on record by the Graduate Treasurer but shall not be published.

Section 2. At the end of each calendar month, the treasurer of each organization shall balance his accounts and submit the same to the Graduate Treasurer together with vouchers for all money expended.

Section 3. The Graduate Treasurer shall examine each monthly account, and have it entered in a separate book for each organization by his book keeper.

Section 4. These books shall be provided from the surplus fund; and the books and vouchers shall remain in the hands of the Graduate Treasurer, but the books and vouchers of each organization shall always be open to the inspection of its officers.

ARTICLE IV.Section 1. Any treasurer or manager whom the Graduate Treasurer reports as managing the affairs of his organization either through ignorance, inefficiency or incompetence may be removed by a board consisting of the chairman of the committee on athletics, the chairman of its sub committee on organizations, and its undergraduate members.

Section 2. If at the end of the college year any organization after the payment, of its debts has a surplus in excess of the amount stated below, this surplus shall be at the disposal of the Graduate Treasurer and of the board described in the last section, but it shall be spent on athletics: Athletic Association, $400; Base Ball Association, $1,500; Bicycle Club, $150; Boat Club, $1000; Cricket Club, $150; Football Association, $1500; Freshman Eleven, $150; Freshman Nine, $50; Tennis Association, $100.
